** The special circumstance of the requirement for this emergency rule is that the emergency rule is temporary (required through 6/30/2021 per HCR 71 of the 2020 Regular Session of the Louisiana Legislature); thereby, it is required that the emergency rule be re-published for every 120 day intervals until and through 6/30/2021
